The Kano State Government has directed civil servants who have attained the statutory retirement age or completed the required length of service to immediately vacate their offices and hand over their official duties and government property to their immediate subordinates.
The directive was contained in Circular No. 10/2026, dated October 6, 2026, and signed by the Permanent Secretary, Establishment, Abba A. Danguguwa, on behalf of the Head of the Civil Service.
The circular, referenced HCS/GEN/3/T.1, was addressed to permanent secretaries, commissioners, heads of government agencies, boards and commissions, and other senior officials.
The government said it had observed that some civil servants continued to perform official duties after reaching the statutory retirement age or completing the required years of service.
It described the practice as contrary to the established tradition of the state civil service, which provides for a smooth transition of retiring officers.
The government said remaining in service beyond the statutory retirement limit was a violation of the State Civil Service Rules and other applicable regulations.
“It must be emphasised that this act of overstaying is a direct infraction and aberration of the relevant provisions of the State Civil Service Rules and other extant service regulations,” the circular stated.
“All officers who have reached the statutory retirement age or completed the required years of service are directed to immediately leave the service and hand over their official documents, government property and responsibilities to their immediate subordinates.”
The government also directed accounting officers, including permanent secretaries and chief executives, as well as directors of administration and personnel management, to ensure immediate compliance with the directive.
“Any officer found to be aiding, abetting, or condoning the continued stay of a retired officer in service will be subjected to appropriate disciplinary action in accordance with the Civil Service Rules,” the government warned.
