The governing body now says fans attending matches in the USA and Canada can bring one soft, plastic, 20-ounce, 590ml, factory-sealed disposable water bottle into stadiums.
However, hard-sided reusable bottles remain banned, and that detail has angered many fans who expected clearer access to refillable water inside venues.

The updated guidance means supporters are not facing a complete outside water ban, but the permitted item is narrow. It must be soft, plastic, disposable, sealed and no larger than 20 ounces.
The rule still keeps refillable bottles out of World Cup stadiums, with FIFA pointing to safety and security concerns around hard-sided containers.
That gives fans clarity before the tournament, but it also leaves a practical question. Once the sealed bottle is finished, supporters want to know how convenient and affordable hydration will be inside the ground.
