St. Kitts and Nevis is continuing the rollout of its biometric passport modernisation programme, with citizens living across Africa now able to access biometric collection services through the newly established facility in Lagos.
The development forms part of a wider international infrastructure being put in place by the Citizenship Unit to enable citizens residing outside the Federation to complete their biometric enrolment without necessarily travelling to St. Kitts and Nevis.
For existing citizens, the process must be completed by July 31, 2027, giving the authorities and the citizen population a defined period in which to transition to the new system.
The introduction of biometric enrolment represents a significant administrative upgrade for the Federation.
Rather than treating passport modernisation solely as a technological exercise, St. Kitts and Nevis has paired the introduction of biometric requirements with an expanding network of physical collection locations designed to serve its citizens internationally.
The process is structured around the use of an Authorised Agent and the Government of St. Kitts and Nevis’ official Biometric Enrolment Platform, with each stage designed to ensure that the citizen’s identity, appointment and biometric information are properly recorded.
A structured process for existing citizensThe first requirement for existing citizens residing in Africa is to appoint an Authorised Agent.
The agent will provide the citizen with a personalised registration link to apply.Citizens can then create their account using their Certificate of Registration number and personal details.
The online application requires them to complete the relevant form, select their nearest approved biometric collection centre and choose an available date and time for their appointment before making the applicable payment.
The appointment is not immediately finalised. Once submitted, it enters a “Waiting for Agent Confirmation” stage, during which the Authorised Agent reviews the booking through the administrative portal.
Following confirmation by the agent, the Citizenship Unit finalises the appointment.What happens at the appointment?
The biometric appointment is designed to be relatively straightforward and is expected to take approximately 15 to 30 minutes.During the appointment, citizens will provide biometric information including fingerprints and a digital facial image.
Where applicable, the process may also include an iris scan and digital signature. Citizens are required to present their passport for identification purposes.
Once the biometric information has been captured, it is transmitted to the Government of St. Kitts and Nevis for processing.
Upon successful completion of the enrolment, confirmation is issued to both the citizen and the Authorised Agent, after which the passport application process begins.
A growing international collection networkThe expansion of biometric collection facilities reflects the increasingly international nature of the St. Kitts and Nevis citizen population.
The Citizenship Unit has established collection locations in St. Kitts, London, Dubai, Abu Dhabi, Istanbul, Hong Kong, Toronto, Ottawa, the Washington, D.C. area, Jeddah, Lagos and Singapore.For citizens in Africa, the Lagos facility provides a strategically located collection point and reduces the need for travel to facilities outside the continent.
The broader network also demonstrates the Government’s approach to implementing the modernisation programme through a distributed collection infrastructure rather than requiring citizens to return to St. Kitts and Nevis solely for biometric enrolment.
Modernising the passport systemSt. Kitts and Nevis launched its passport modernisation programme in April 2026, with the objective of bringing its passport system in line with contemporary biometric security standards used internationally, including across the European Union, the United States and the United Kingdom.
Biometric enrolment is therefore an important component of the transition to the modernised passport system.
For existing citizens, the deadline to complete enrolment is July 31, 2027. New applicants, meanwhile, are required to complete biometric enrolment as part of the citizenship application process, with appointments becoming available once an application reaches the Approval in Principle stage.
Fee reduction available during 2026The current all-inclusive biometric enrolment fee is US$2,500 for the main adult applicant, US$2,000 for a second adult and US$1,300 for children under 16.
There is currently a discount on the government biometric fees. Citizens completing their enrolment between July 20 and December 31, 2026, will receive a 10 percent reduction, with the standard fee structure returning on January 1, 2027.
The financial incentive, combined with the approaching July 2027 deadline, provides existing citizens with a clear reason to begin the process rather than leaving enrolment until the final months.
