The National Commission for Almajiri and Out-of-School Children’s Education, NCAOOSCE, has clarified that the road and other infrastructure projects contained in its 2026 Appropriation Act are constituency projects assigned to the agency for implementation by the National Assembly.
The clarification comes amid public scrutiny of the 2026 budget following revelations that several federal agencies were allocated projects considered outside their statutory mandates, including road projects reportedly inserted into the budgets of education-related agencies.
In a statement issued on Monday by its spokesperson Nura Muhammad, the Commission said that “the project was not its core mandate but inserted into the federal budget by the National Assembly and assigned to the Commission for implementation”.
The clarification comes amid public scrutiny of the 2026 budget following that several federal agencies were allocated projects considered outside their statutory mandate.
According to the Commission, constituency projects are routinely assigned to Ministries, Departments and Agencies (MDAs) for execution through the Appropriation Act, adding that all projects captured under its budget would be implemented in compliance with extant laws, financial regulations and procurement procedures.
The Commission asserted that its statutory mandate remains unchanged, noting that it was established to coordinate national efforts aimed at reforming the Almajiri education system and addressing the challenge of out-of-school children across the country.
It stated that it remains committed to expanding access to quality education, strengthening Almajiri education and supporting states and other stakeholders in tackling the out-of-school children crisis.
NCAOOSCE maintained that addressing the plight of Almajiri and out-of-school children remains its foremost priority and pledged to continue pursuing its mandate with the support of the Federal Ministry of Education and other stakeholders.
