Summer is here, sort of, and it is everyone’s favorite time of the year, scouting time. Every year, we do Summer Scouting to preview college football for Bucs fans, but also give them an idea of names to follow and watch in the fall as needs pop up for Tampa Bay.
Are we going to write about quarterbacks? Offensive tackles? Edge rushers? You know it, but why? Because other NFL teams will draft them, just as they will draft every other position. It all matters whether these players end up on the Bucs, the Bears, or the Steelers. We write these so Bucs fans can be the most informed fans.

Rushing arrived at Oregon carrying one of the strongest recruiting profiles in the country.
As a senior, he recorded:
- 55 tackles

- 13.5 sacks
- 64 quarterback hurries
As a junior, he posted:

- 13.5 tackles for loss
- 11.5 sacks
- 59 quarterback hurries
- 4 forced fumbles
Throughout his high school career, Rushing consistently generated pressure, created negative plays, and established himself as one of the most sought-after defenders in the nation.
Elijah Rushing may be the most difficult evaluation of this entire Summer Scouting series.
Unlike many of the edge defenders we’ve studied, there simply is not enough college film or playing time available to make meaningful conclusions about his current development. Through two seasons at Oregon, Rushing has played just 91 defensive snaps. For comparison, many of the top EDGE prospects in college football accumulate that amount of playing time in one or two games.
That lack of opportunity creates far more questions than answers.
Was Oregon’s depth chart simply too talented to crack? Was the coaching staff focused on long-term development? Has Rushing needed additional time to physically mature? Without a larger sample size, those questions remain unanswered.
What makes the situation fascinating is the contrast between the recruiting profile and the college résumé. Rushing arrived in Eugene as one of the most highly regarded defenders in the country. Recruiting services viewed him as a future impact pass rusher, and his high school production supported that projection. Yet through two seasons, there has been little opportunity to see how those traits translate against college competition.
The upcoming season will likely determine how Rushing is viewed moving forward.
Before scouts can evaluate his pass-rush plan, run defense, coverage ability, or overall NFL projection, he first needs a meaningful role within Oregon’s defense. More than anything, evaluators need snaps.
Can he earn a consistent spot in the rotation?
Can he translate his recruiting pedigree into production?
Can he show why he was considered one of the nation’s top EDGE prospects?
Those questions make Rushing one of the most intriguing players to monitor entering the season.
Most prospects enter a scouting report with a résumé full of production and film. Elijah Rushing enters with something different: unanswered questions.
The recruiting pedigree is undeniable. The high school production was outstanding. The physical tools were attractive enough to make him one of the nation’s top recruits. What remains unknown is how those traits translate to the college level because the opportunities have been limited.
For now, Rushing remains one of the biggest mystery prospects in college football. The talent that made him a five-star recruit still creates intrigue, but the next step is simple.
Get on the field.
Until that happens, projecting exactly what kind of player Oregon has in Elijah Rushing remains one of the most interesting unanswered questions in the country.
