St Kitts and Nevis introduces mandatory biometrics for all citizens

Across the world, governments are accelerating the transition towards biometric and digitally secure passports as international travel systems demand stronger identity verification, greater document integrity and more sophisticated safeguards against fraud.

As border authorities increasingly rely on biometric technology and internationally recognised security standards, countries are modernising their passport systems to ensure their citizens can continue to travel securely, efficiently and with confidence.

St. Kitts and Nevis is advancing this global transition through the introduction of biometric enrolment for its citizens and the modernisation of the Federation’s passport infrastructure.

All citizens who obtained citizenship through the St. Kitts and Nevis Citizenship Programme, including all dependants and children, are required to complete biometric enrolment.

The requirement applies to both new and existing citizens.

According to the Citizenship Unit, biometric enrolment must be completed by July 31, 2027, after which only biometric-enabled passports will be accepted for travel.

Citizens are required to complete biometric enrolment at one of the officially designated enrolment centres.

Appointment centres are now fully operational in St. Kitts, Lagos, Dubai, Hong Kong, Istanbul, Ottawa, Toronto, London, Abu Dhabi, Washington, DC, Saudi Arabia, and Singapore, making the process accessible for citizens around the world.

The biometric enrolment requirement forms part of the National Biometric Enrolment and Passport Modernisation Programme, launched on April 14, 2026, by the Ministry of National Security, Citizenship and Immigration in partnership with the St. Kitts and Nevis Citizenship Unit.

The programme is designed to modernise the Federation’s passports by aligning them with the highest international standards.

It aims to strengthen border security, enhance the protection of citizens, and reinforce the integrity of St. Kitts and Nevis citizenship through the introduction of secure biometric-enabled travel documents.

“This modernisation aligns our passports with those of major nations and strengthens the security of the travel document for every citizen of St. Kitts and Nevis.

The Government has built the programme around accessibility, with collection centres opening worldwide, and around data protection, with full Government control of all biometric information,” said Calvin St.

Juste, Executive Chairman of the Citizenship Unit.Biometric enrolment is also mandatory for all new citizenship applications submitted from April 14, 2026, onwards.

Applicants are required to book their appointment once their application reaches the approval-in-principle stage.

Non-biometric passports issued previously, will remain valid for international travel during the transition period, up to 31 July 2027.

According to the Citizenship Unit, the biometric enrolment process is straightforward and takes approximately 15 to 30 minutes to complete.

During the appointment, standard biometric information is collected, including fingerprints, a digital facial image, and a digital signature.

The entire enrolment process, including payment, must be completed exclusively through the official Government of St. Kitts and Nevis Biometric Enrolment Platform.

The Citizenship Unit has emphasised that enrolment through any other platform or third-party provider is prohibited for security and integrity purposes.

Applicants’ biometric information will be securely stored in encrypted systems in full compliance with international data protection standards and the requirements of the International Civil Aviation Organization (ICAO).

The Citizenship Unit has also clarified that the biometric enrolment programme is solely intended to modernise St. Kitts and Nevis passports and does not affect an individual’s citizenship status.

Once biometric data has been captured, it remains valid for the lifetime of the passport.

Adults are not required to undergo biometric enrolment each time they renew their passport, and there is no separate biometric fee charged at renewal.

The National Biometric Enrolment and Passport Modernisation Programme marks a significant advancement in the security of St. Kitts and Nevis passports and the Federation’s border management systems.

By introducing biometric-enabled passports that align with the highest international standards and the requirements of the International Civil Aviation Organization (ICAO), the initiative strengthens identity verification, enhances border security, and protects citizens against identity fraud.
