For the Saudis, Davies’ salary is likely not a concern, but for most other clubs, it could be due to Davies’ injury history. It seems unlikely that Bayern Munich would actually sell Davies this summer, but if the Bavarians are really that concerned about his future viability, the Saudis could potentially give them an out on his contract.
