Kano Assembly considers education, local government reform bills

The Kano State House of Assembly has begun consideration of four executive bills sent by Governor Abba Kabir Yusuf.
The bills were presented during plenary on Tuesday after the Speaker of the House, Jibril Isma’il Falgore, read a letter from Governor Yusuf informing lawmakers that the proposed legislations had been approved by the State Executive Council.

The proposed bills are the Kano State Local Government Administration Bill, 2025; the Kano State Economic Planning and Development Council Bill, 2025; the Kano State Education Bill, 2025; and the Audu Bako College of Agriculture, Science and Technology, Danbatta Bill, 2025.

In his letter to the Assembly, Governor Yusuf said the bills are designed to strengthen governance and improve service delivery across key sectors in the state.

According to the governor, the Local Government Administration Bill is intended to strengthen the institutional framework for the administration of local councils, while the Economic Planning and Development Council Bill seeks to establish a coordinated system for economic planning and development.

He also said the Education Bill is aimed at improving the management of the education sector and enhancing service delivery, while the Audu Bako College of Agriculture, Science and Technology, Danbatta Bill will provide an updated legal framework for the effective management and expansion of the institution.

“The proposed laws represent interventions designed to enhance administrative efficiency, accelerate human capital development and consolidate Kano State’s broader development agenda,” the governor said.

Following the presentation, Speaker Falgore referred the four bills to the relevant House committees for further legislative scrutiny and consideration before they are returned to the chamber for debate.

Meanwhile, the Assembly also began the process of confirming the nomination of Kabiru Nasir Hassan as Secretary of Kumbotso Local Government.

The Assembly is expected to take further legislative action on both the executive bills and the nomination after the relevant committee processes are concluded.
